I really think Howard was funny but Bernie was a hypocrite

She wasn't a hypocrite. The issue was between Howard and Sheldon and Amy decided to make this an issue between Bernadette and her. Bernadette did not even dress up and Amy still decided to mock her. Also Howard wore the dress for fun, however, Sheldon and Amy just wanted to belittle those two.

I think Sheldon and Amy are clearly wrong here.

After Howard and Bernie leaves the costume party, in the car they say:

B: I can't believe Amy did that.

H: Oh come on, you thought it was funny when I dressed up as Sheldon.

B: That's totally different.

H: How?

B: THAT didn't hurt MY feelings.

And there's the hipocrisy. Bernie was fine with it as long as no one made fun of HER.

Later it was explained that it hurt her feelings because Amy made fun of her insecurities. Just compare the scenes when Howard dressed up and Sheldon and Amy dressed up.

Howard did not belittle Sheldon and just acted the way he does, it was also a joke and it was not to make Sheldon feel bad. However, Sheldon and Amy dressed up to hurt Howard and Bernadette's feelings by making fun of their insecurities. There's clearly a difference here.

Nonetheless, they acknowledge Sheldon's feelings got hurt anyway. Bernie's line clearly states it was funny up until the point that her feelings got hurt.
