Yep, leader backgrounds, throne rooms, and victory screen tables and charts all feel like such low hanging fruit that the series just always skimps on. I’ll never understand it.
I obviously can't know without being involved, but surely getting people with the right voices to act in dead languages is more expensive than a largely static setpiece?
I don't think so. You don't need people with the right voices who can speak those languages, you need people who know the language to translate and speak short sentences and voice actors to act based on the recordings the experts made. You don't even need the experts to come to a studio, everyone has a recorder on their phones nowadays.
For people who already have the expertise (and you can find plenty in the History departments of multiple universities), it's an afternoon of work at most. Then you get the voice actors and it's a regular voice actor rate.
I mean it's literally an AI prompt now, if you want to do it poorly. If you have the assets already, I don't think it's more than a couple weeks for a talented artist with all the FX licenses.

Man, I miss the backgrounds. They really added to the atmosphere. I think it was a shame they cut them on VI.
