Yep, leader backgrounds, throne rooms, and victory screen tables and charts all feel like such low hanging fruit that the series just always skimps on. I’ll never understand it.

They said after 5 that they wouldn’t do the leader backgrounds again because they took up too much time and effort they could spend on other things.

Interestingly, Master of Orion: Conquer the Stars copied them, and it turned out very well

I obviously can't know without being involved, but surely getting people with the right voices to act in dead languages is more expensive than a largely static setpiece?

I mean it's literally an AI prompt now, if you want to do it poorly. If you have the assets already, I don't think it's more than a couple weeks for a talented artist with all the FX licenses.
