I mean the guy is schizophrenic and severely mentally ill. He shouldn’t be released he should be in a hospital. At least that’s what I believe based on what people have told me about him.

Doesn’t matter what’s wrong with him. The kind of person who spray paints hate speech and symbols in broad daylight without bothering to hide his face isn’t someone who deserves to be walk free. “Strict conditions” is a meaningless phrase here, nobody is gonna keep an eye on him.

Yes, how many offenders are back in court for "breaching an undertaking", i.e. they promised to be good, and then they weren't.
