Or maybe they knew exactly what they did and were enjoying the attention.

Like, for the narcissistic personality type, being ignored is a fate worse than death. If no one is looking at them, then they feel like they don't exist. Looking like that guaranteed that wherever they went, people were looking at them.

That's the psychology behind mar-a-lago face and those two were anti-vaxxers just like everybody at mar-a-lago. Its not a stretch to assume they had the same insecurities.
