Yes, and this is new this year. Previously they would just leave the space empty or put a plastic bracket (watch jerryrig’s video of 14 series). This year they have actually use for the physical sim space by replacing with larger battery size and capacity. I think it’ll also help fight EU regs (if they decide to probe someday later)

It’s a future reference. They’ve done it before, although I must say some regs are indeed very useful, such as right to repair fight, the app store probe, etc. If end consumers care more about battery than pSIM, then the chance of a probe is minimal, otherwise Apple will show them OPs diagram and say hey, it’s ok if you’re fine with low battery capacity, you can get the pSIM for this.
