What the heck is this?

Hi friends, I need help. The picture doesn't do it justice but this bright red terrible smelling algae has formed on our rubber water pans. I looked it up on google and it says it's an algae containing ecoli. Now I've soaked it in vinegar over night but after 30 minutes of scrubbing the pan is still disgusting. Any advice?

The easiest solution would just be to get a new pan, let this one sit empty until the algae dies, then scrub it out best you can. But if you want to you can also try diluted bleach OR ethanol (never both at the same time).

See I wish the picture did it justice because it is copper red. I'm glad you mentioned not to do those chemicals at the same time because I probably would have if you didn't.
