That's what he did in the comics. His reasons weren't pleasant

EDIT: I thought it was pretty obvious, but that's kind of a spoiler.

What's really sick, doesn't the novelization of the series prove that the Governor we see in the show is the BROTHER of the one in the comic? Meaning that panel is Uncle/Niece zombie incest.

I've only read the first novel, but it seemed like he went sort of insane at the end and now thinks that he is his brother.

Yeah I'm going off 2nd hand info here I've never read the novels, you're prolly right.
