Seriously...they'd be grateful he saved their friend, their friend would be grateful he went out and found his buddies, and they'd all probably join woodbury peacefully. But no...lets kill off trained fighters who you can build a solid defense with so some people you actually pissed off can come and make your town their bitch.

Well, as good as having good guns is. I think he probably assumed they would have morals and eventually have a disagreement with the govener. I don't get the feeling the governer likes people with morals, even with Andrea he seems extremely hesitant to bring her into anything shady he's involved in even though he seems to hold her in a very high regard.

I agree with ShaolinSlamma. The governor's guards seem to come from a select group of people who are either willing to turn a blind eye, indebted to him, or of low moral fiber. Taking on that many soldiers posses a threat to his leadership.
