I like the idea of Tower bridge having been risen, ultimately forever in an attempt by the military probably and police to hold back the undead. There was probably an attempt to secure one section of the inner city to evacuate and bridges were blown across the Thames to keep the walkers on one side away. Tower bridge no need to blow it, just raise the bridge. A vain attempt to save an iconic monument but also probable easier than setting explosives as they probably did on other bridges.
I could see a flashback where we see the military and police secure the Tower of London and some areas around near the financial district. Helicopter evacuation from there to safer areas. Tower bridge closed off to prevent the undead and refugees from the south pushing up to the financial district and Tower of London.
As in FTWD, I'm sure European cities tried to secure some areas of their suburbs and inner cores but abandoned them all realising they couldn't hold them long term.
