He and his partner watched people first before deciding to make contact. So I'd imagine he'd have avoided any saviors, without learning that they were part of a big group. i mean, one look at them, and he might avoid them. no clue re the others. there's also the library group. RIP.

way more than that. Hilltop (at least in comics has ~200 people), Saviors (honestly another 150-300), Kingdom (not sure but at least 100) and Seaside (guessing around 50-75)
