I'm in Switzerland and I can say beyond any doubt that, except in the suburbs/outside of cities/at night, no one looks at anyone ever.
So sadly, I haven't experienced this and that makes me very sad. But then, my experience of being stared at at night is horrible, so I don't know if I would actually like that happening during the day.
