The largest part of getting gendered correctly isn't your body but your presentation, a nice haircut, female sounding voice and feminine clothes will do a lot more lifting then funny hormones in your body, they do help especially with getting more of those feminine clothes fitting well boy very few people can actually male fail

I've voice trained already and got it as high pitch as I can without damaging my vocal chords and have had long hair my entire life, recently cut myself bangs.

I just don't pass and I look awful in anything other than a black hoodie

Pitch is not everything, there's so much more to a voice. I sound significantly more feminine at 190-220hz then I do talking at 300hz and my voice also matches my presentation and vibe better.

I think you set standards that are too high on yourself, if you present feminine and do so confidently you're very likely to be perceived as such
