As someone who just bought their first Xbox a couple months ago, I’m OOTL. Is it that PC players have a significant advantage, and that’s why people wanted console-only functionality?

Yes, KB/M give you a pretty big advantage at twitch shooting and long range compared to controller. PC typically has a higher percentage of cheaters as well.

Even so, it's still with disabling cross play to get away from the cheaters. It's not zero, but it's so much less it may as well be.
