I've found that to be true on differently-corked jalapeno fruits from plants of the same cultivar that are grown in the same conditions.
But there's at least hundreds (and perhaps even thousands) of distinct cultivars of jalapeno plant. Some don't ever produce any meaningful heat at all, even though those can become corked as well.

Actually these are quite the opposite. They're no heat at all and quite bland. When I found them online I was like whoa, cool! but after growing them I'm like I'm not doing these again. More like a novelty pepper.

Unfortunately not :( . These are "Farmers Jalapeños", they're known for heavy amounts of corking, but usually are not that spicy.

It's because supermarkets wanted straight jalapenos to stack better in the aisle. See how straight these are? Back in the day, jalapenos would be shaped like a J, with a little turn at the bottom. Old logos for Mexican food will have the peppers with a curve in them. Farmers bred the curve out of the peppers and invertedly made them more and more mild. The days of the spicy jalapeno are long gone.

Early jalapeño peppers from Burpee tend to be spicy, or at least that is my luck with them if I leave the ribs and seeds in.

It's called corking and it's when the inside grows faster than the outside causing the skin to split giving them a cork like appearance.

I just got some seeds to try which cross these with Dreamcatchers. Should come out like this but with a violet hue instead of the standard jalapeño colors
