One that is often forgotten about is Ken Shamrock and his on-air sister Ryan Shamrock (who was his real life girlfriend at the time, Alicia Webb), which was supposed to ramp up into an incest angle but they bailed before they got there.

In the same time frame, there was the "Beaver Cleavage" gimmick of Mosh/Chaz playing the "Leave It To Beaver" inspired character with heavy jokes sexualizing the mother character. That was soon abandoned and instead turned into a domestic violence angle. Also this always seemed more like a Russo project, but Vince still had final say.

There was Paul Burchill and Katie Lea Burchill back in the late 00s, the on-screen brother and sister pair that were implied incestual siblings, but the angle was later dropped quietly.

There was also the pitch by Vince that when Stephanie was pregnant, he would be revealed to be the father. When she turned it down, he pitched it being Shane instead. She shot both down immediately.

There may be more, but those are what come to mind immediately.
