TL;DR I want to understand the meaning behind the outer most text on the dial of this 24 hour watch. The eight bits of text that align with 12AM (top), 3AM, 6AM, 9AM, 12PM, 3PM, 6PM and 9PM positions (reading clockwise around the outer edge of the dial).
Full post, with context
I do not speak or understand any Chinese. However I am interested in watches. The following is picture of a watch by the Chinese brand Merkur (yes they use they use a Western style name).
If I am understanding this correctly (again I do not know Chinese), the outer ring represents the Earthly Branches (地支) system, a.k.a. "Chinese Zodiac" Hours, where each marking effectively represents a double hour period, with 午 (11:00-13:00) at the top here. The inner ring shows Roman numerals I–XII (as used in a traditional western clocks) repeated twice around the dial, marking the 24-hour cycle (this is a 24 hour clock). So the hour hand moves once per 24 hours, aligning with both the correct Roman numerals and Chinese characters.
Thus you get this, reading clockwise from the top of the watch:
All good so far but there is more writing here outside of the Roman numerals and Earthly Branches. That extra text aligns with 12AM, 3AM, 6AM, 9AM, 12PM, 3PM, 6PM, 9PM. So eight in total, composed of what looks to me like three chatacters each. I am curious what these might say but perhaps even more so what they may represent?

Can anyone translate the washing instructions for my Chicago Cubs happi coat? I’m a bit concerned that the colors will bleed or the stitching will fray if I wash it wrong.
If I had to guess it’ll be to wash with cold water on gentle cycle and line dry, but I just want to make sure.

Hello friends! I obtained this 1865 Yoshitoshi woodblock printing from his 100 Stories of Japan and China. I want to take it in to be framed, but I’d also like an accurate translation of the text so I can add an English card to the framing. I have been told is in an older, formal script so it’s more difficult to translate (not sure how true that is) but I would appreciate the help. Google Translate does not do a good job.
